Definition

This indicator measures the percentage of supported households with using a basic hygiene service/handwashing facility with soap and water.

Numerator: number of supported households with using basic hygiene services/handwashing facility with soap and water.
Denominator: total number of supported household surveyed.

A handwashing facility refers to a fixed or mobile device designed to contain, transport or regulate the flow of water to facilitate handwashing. These include sinks with tap water, buckets with taps, tippy-taps, and jugs or basins designated for handwashing. Soap includes bar soap, liquid soap, powder detergent and soapy water.

A household with a facility but lack water or soap will be classified as having a limited service, and distinguished from households that have no facility at all (no service).

In some cultures, ash, soil, sand, or other materials are used as handwashing agents, but these are less effective than soap and are therefore counted as limited hygiene services.

A household is defined as a person or group of persons that usually live and eat together. They are “supported” if they have received direct services from Save the Children or partners who have received SC funding.

Recommended Means of Verification

Measuring this indicator requires looking at household baseline/endline surveys; reported through HART or E&L app.

Collect the following survey data by conducting individual interviews and observations among the representatives of a representative sample of target households:
- Can you please show me where members of your household most often wash their hands?
- Observe availability of water at the place for handwashing.
- Observe availability of soap or detergent at the place for handwashing.

To calculate the indicator's value, divide the number of supported households with access to basic hygiene services over the project specified time period by the total number of supported household surveyed during the same project specified time period. Multiply the result by 100 to convert it to a percentage.
