Definition

This indicator measures the percentage of registered unaccompanied and/or separated children who were reunified with their families or caregivers or received appropriate alternative care services.

According to UNICEF:
Unaccompanied children are children who have been separated from both parents and other relatives and are not being cared for by an adult who, by law or custom, is responsible for their care.

Separated children are defined as those separated from both parents, or from their previous legal or customary primary caregiver, but not necessarily from other relatives.

Appropriate Alternative Care: formal or informal alternative care placement of children in line with the Guidelines for the Alternative Care of Children.

Actively case managed: the children who are counted in the denominator for this indicator should only be the total number of children who SC/partners are actively case managing. A case management or FTR process will usually include registration, assessment, tracing/support planning, reunification/ placement and follow-up. If a case has been closed because the child/family has moved out of the operational area, the child turned 18 years old or the child died, etc., these cases should not be counted in the denominator. Recommended Means of Verification

Measuring this indicator requires looking at CPIMS or any other existing case management databases that are currently used by SC to track reunification, reintegration and/or appropriate care placements.

The indicator does not require a separate survey – all data can be gained from the sources stated above. The data should capture:
Separation status of child
The child's care arrangement at registration
Main protection concern(s) at registration
Appropriate care placement (Reunified with family/caregivers or appropriate alternative care services)
Length of time between registration and placement

To calculate the indicator's value, divide the number of children registered for family tracing and reunification, reintegration or family-based alterative care by Save the Children who were reunified with their families or caregivers or received appropriate alternative care services over a specified time period by the total number of children registered for family tracing and reunification, reintegration or family-based alternative care by Save the Children who were being actively case managed during the same specified time period. Multiply the result by 100 to convert it to a percentage.
