Definition

This indicator measures the percentage of participants who have based at least one personal/household decision or action on the information received through project supported new or improved Weather and Climate Information Services. Weather and Climate Information Services include forecasts at various timescales (e.g. seasonal outlooks, monthly updates or weekly and daily weather forecasts, extreme weather alerts).

Examples of use of WCIS, include taking preparedness actions, planning and activating anticipatory action, choice of crops or agricultural input based on forecasts, communities carrying out simulation exercise based on the new or improved weather & climate information n.b. it is vital that projects include simulations and testing of new and improved WCIS and EWS to be able to demonstrate changes in both potential and actual use given that extreme weather events may or may not occur within the period being monitored.

Examples of new WCIS or EWS, include new weather and seasonal forecasts. New WCIS and EWS should respond to climate information and early warning needs of children and their caregivers.

Examples of improved WCIS include changes to existing weather and seasonal forecasts. Improvements to existing WCIS and EWS should respond to climate information needs of children and their caregivers. Examples include new or improved communication channels that support more inclusive reach of WCIS to children and marginalised social groups most directly impacted by climate-related risks; improved  accuracy, localisation, or relevance of the WCIS for at risk communities or specific social or livelihood groups; investing in ensuring confidence of at risk children, communities and supporting governmental and non-governmental agencies and partners to appropriately use and communicate WCIS; and enabling their active involvement in co-developing user relevant advisories and services.

Recommended Means of Verification

A survey is used to record use of new or improved WCIS. Only beneficiaries who receive the new or improved WCIS and have based at least one personal or household decision or action on the information received, should be counted. Thus, the decision or action was taken in response to receiving e.g. a seasonal forecast.

Each individual should be only counted once, even if more than one decision or action has been based on received WCIS. Use of WCIS requires more detailed and representative surveying directly with at risk children and communities.

The indicator is calculated as the share of participants in percent using WCIS among all participants receiving WCIS.
