Definition

This indicator measures to what extent assistance was delivered in a safe, accessible, accountable and participatory manner.

  • Safe: Assistance prevents and minimizes as much as possible any unintended negative effects of the intervention which can increase people’s vulnerability to both physical and psychosocial risks.

  • Accessible: Organizations arrange for people’s access to assistance and services–in proportion to need and without any barriers (e.g. discrimination); and pay special attention to individuals and groups who may be particularly vulnerable or have difficulty accessing assistance and services.

  • Accountable: Organizations actively commit to using power responsibly. They do so by ensuring children and communities have access to relevant and timely information; participate meaningfully and ethically in decision making; and have access to an inclusive and functioning feedback and reporting mechanisms. Feedback and concerns are handled in a timely manner and inform adaptation and improvement. Organizations close the feedback loop.

  • Participatory: Children and adults have been involved in the different stages of the activity to inform decision making, including needs assessment, activity design, implementation, and monitoring and evaluation. Assistance supports the development of self-protection capacities and assists people to claim their rights.

Sum of percentage of respondents giving positive/preferred answers to each of the eight survey questions.

Denominator

8 (to give an average of the eight sub-scores. Multiply the average by 100 to achieve the %)

Recommended Means of Verification

Measuring this indicator requires looking at 4 domains, using a set of 8 standard questions (two per domain) and probing questions to generate actionable data to improve our work. In addition to the set of questions for adults, there is a child-friendly set of questions available (including emojis to support data collection with children).

1. Did you (and your children) feel safe at all times travelling to and from your place to receive the assistance/service, while receiving the assistance/support, and upon return to your place? 
2. Did you feel that Save the Children staff treated you with respect during the activities? 
3. Are you satisfied with the assistance/service provided? 
4. Do you know of people needing assistance/services who were excluded from the assistance/service provided? 
5. Did you feel well informed about the assistance/service available?  
6. Were your views taken into account by the organization about the assistance/service you received?  
7. If you had a suggestion to improve, or there was a problem with the assistance/service, do you think you could share that feedback or raise that concern with Save the Children? 
8. To your knowledge, have suggestions, feedback or concerns raised to Save the Children been responded to or followed up?
