Definition
This indicator looks at the percentage of parents, caregivers, family members, religious and community leaders that have taken action to advance gender equality and girls' rights. Actions may vary depending on the focus of the project and stakeholder group. The purpose of this indicator is to understand whether and to what extent parents, caregivers, family members, religious and community leaders translate their understanding of and/or commitment to gender equality into action.
In addition to disaggregating by sex, age and other dimensions, it is essential for this indicator to be disaggregated by group - e.g. parents, caregivers, family members, religious and community leaders - to understand differences across different groups.

The indicator is measured through a question in baseline and endline survey that asks respondents what actions they have taken to advance gender equality and girls’ rights over a specified period of time. A list of actions will be pre-coded and read aloud to the respondents, who will be asked to answer “yes” or “no” to each item. If the respondent provides a different answer that is not on the code list but is considered relevant, it can be counted as qualifying for the indicator.
The list of actions will be tailored to the project’s thematic focus and goals. For example, a project focused on child marriage might ask, “What actions have you taken against child marriage in the past 6 months?” with a pre-coded list including:
· Spoken to your daughter(s) about her right to make her own decision about child marriage
· Spoken to other caregivers about the importance of preventing child marriage
· Intervened to stop a child marriage in the community
· Notified authorities of a child marriage that was about to happen
Projects focusing on education, sexual and reproductive health and rights (SRHR), or female genital mutilation/cutting (FGM/C) will use different lists.
The reference period for this question is six months, which was selected to provide sufficient time for individuals to take actions. A shorter recall period, such as three months, may also be used if appropriate for the context.
Respondents who have taken at least one action from the list will be counted toward the indicator.
