Definition

This indicator measures the percentage of children on the move identified by the Save the Children supported programs (disaggregated by migration status) who successfully secure identity AND/OR entitlement documentation, which enables eligibility for temporary protection, essential services, and/or pathways to long term legal status or citizenship.

Disaggregating this indicator by migration status will provide insight into which groups of children on the move experience most barriers to accessing documentation.

Numerator

The total number of children on the move (migrant children, irregular migrant children, children with refugee/asylum seeker status, internally displaced children) supported by Save the Children or partner programs who successfully secure documentation which entitles access to essential services

Denominator

The total number of children on the move identified by Save the Children or partners, being the sum of migrant children, irregular migrant children, children with refugee/asylum seeker status, internally displaced children.

Measuring this indicator requires the use of program/project monitoring data, including total number of children identified or registered through outreach activities or similar interventions, as well as the use of data which records referrals and case management outcomes.

To calculate this indicator, divide the total number of Save the Children (SC) and/or partner supported children on the move (migrant children, irregular migrant children, children with refugee/asylum seeker status, internally displaced children) who have successfully secured documentation which provides temporary or permanent protection or legal status granting access to essential services, by the total number of children on the move identified by Save the Children and implementing partners during the same period. Multiply the result by 100 to calculate the percentage.

Purpose

Purpose

To provide insight into the extent to which migrating and displaced children access documentation, which is a challenge in many contexts, and without which, children experience barriers to fulfilling rights to essential services such as education, protection, healthcare and pathways to legal status such as citizenship or permanent residence. Where we are working to refer children to services and actively advocating for documentation for migrating and displaced children, this indicator can be used as a measure of the effectiveness of our interventions. It can also be used as a source of information for advocacy.
