Definition

The indicator calculates the percentage increase in budgetary allocations dedicated to specific components that directly affect children's rights, compared to the previous budget cycle.

These components may include allocations related to:

• Health, nutrition, WASH, education, social protection, and child protection • Climate resilience and responses to climate-related risks affecting children • Children most impacted by inequality and discrimination, depending on context • Governance and coordination mechanisms for children’s rights (e.g. national action plans, child participation structures, coordination bodies)

The indicator is best suited to program-based budget structures and countries with open access to public budgets, as these facilitate analysis.

The indicator may be reported for: • An entire sector, or • One or more specific programs or sub-programs within a sector.

Budgetary Allocations: • Refers to “budgeted” allocation figures, not actual expenditures. • Includes both allocations funded by donor and domestic resources. • Uses approved budget figures for: o The financial year influenced by SC and/or partners, and o The immediately preceding financial year. • The value must be calculated in real terms (adjusted for inflation).

Government Budget Documents: Official budget reports, documents, or publications released by the government that provide detailed information on budget allocation.

• Subtract the adjusted previous year allocation (in USD) from the nominal current year allocation (in USD).

• Divide the difference by the adjusted previous year allocation (in USD).

• Multiply by 100 to get the percentage change
