| Definition | This indicator measures the proportion of households with access to all three WASH services of basic water, basic hygiene and at least a limited (humanitarian) or basic (development) sanitation (as defined by WHO/UNICEF Joint Monitoring Programme for Water Supply, Sanitation and Hygiene and SPHERES standards for humanitarian setting) out of the total number of households in the project area over a specified time period. |

Recommended Means of Verification
Annual household survey using JMP recommended ‘core’ questions to facilitate monitoring of WASH targets can be accessed at https://washdata.org/report/jmp-2018-core-questions-household-surveys, or program monitoring data with the number of households within the Save the Children program that have access to a Safely Managed Water service, and the total number of households within the Save the Children program.

Basic Water Service = Drinking water from an improved source, provided collection time is not more than 30 minutes for a round-trip, including queuing
Note: Improved water sources are those that have the potential to deliver safe water by nature of their design and construction, and include: piped water, boreholes or tubewells, protected dug wells, protected springs, rainwater, and packaged or delivered water.
Basic Sanitation = Use of improved facilities which are not shared with other households
Note: Improved sanitation facilities are those designed to hygienically separate excreta from human contact, and include: flush/pour flush to piped sewer system, septic tanks or pit latrines; ventilated improved pit latrines, composting toilets or pit latrines with slabs.
Basic Hygiene = Availability of a handwashing facility with soap and water at home
Note: Handwashing facilities may be fixed or mobile and include a sink with tap water, buckets with taps, tippy-taps, and jugs or basins designated for handwashing. Soap includes bar soap, liquid soap, powder detergent, and soapy wa,ter but does not include ash, soil, sand, or other handwashing agents.
