This indicator measures the number of parents, caregivers, family members, religious and community leaders who are engaged through Save the Children (SC) and/or its partners’ interventions aimed at creating an enabling environment for gender equality and girls’ rights.

Engagement refers to active participation in structured programme activities designed to influence knowledge, attitudes, skills, and behaviours related to gender equality and girls’ rights. These activities may include, but are not limited to, awareness-raising sessions, trainings, community dialogues, group discussions, campaigns, peer learning initiatives, or other facilitated processes implemented by SC and/or its partners. The purpose of this indicator is to capture the reach of programme efforts targeting key influencers and gatekeepers who play a role in shaping social norms, practices, and decision-making that affect girls’ rights and gender equality. Individuals are counted if they participate in at least one qualifying engagement activity during the reporting period. An enabling environment covers the social, cultural, institutional, and policy conditions that support and promote gender equality and the realization of girls’ rights.

An enabling environment for gender equality and girls’ rights refers to an inclusive ecosystem that challenges harmful social norms, power relations and systems and that actively removes barriers to equality and empowers girls to claim their rights.
