Definition

This indicator quantifies the number of sector-specific action plans or medium-term financial frameworks at national or subnational levels that have been costed following direct support, technical assistance, or advocacy by Save the Children (SC) and/or its partners. “Costed” refers to the integration of detailed financial estimates for planned activities, with explicit budgetary provisions aimed at addressing child-specific needs, priorities, and rights.

A plan is considered costed when it includes a clear breakdown of financial requirements linked to its objectives, identifies funding gaps or sources, and aligns with relevant public budgeting systems.
Purpose: The purpose of this indicator is to assess the extent to which SC and its partners contribute to strengthening child-responsive planning and budgeting through their influence on the costing of sectoral action plans. By tracking the number of plans that incorporate realistic and child-focused financial planning, this indicator helps measure progress toward sustainable, well-funded interventions that promote children's survival, development, protection, and participation.
