Definition

This indicator measures the percentage of duty bearers and/or service providers supported by Save the Children (SC) and/or its partners who report enhanced capacities to uphold children's rights. The indicator reflects the success of SC's interventions in building the abilities of duty bearers and service providers to better fulfill their obligations towards children's rights.

Numerator

The number of duty bearers and/or service providers reporting enhanced capacities to uphold children's rights.

Denominator

The total number of duty bearers and/or service providers supported by SC and/or its partners.

Recommended Means of Verification

Surveys and Interviews: Structured surveys and interviews with duty bearers and service providers to collect self-reported data on changes in their capacities to uphold children's rights.
Calculations: capacity changes will be reported collectively by an organizational unit or group (such as a ministry or group of religious leaders); each group should be treated as a single data point in your calculation. Here’s how you can proceed:
1. Identify the total number of groups (or units) reporting on capacity changes, not the individual participants. For example, if you are working with the Ministry of Education, that ministry counts as one reporting unit, regardless of how many staff are present in the session.
2. Count the number of groups reporting increased capacities that meet the reporting criteria (please refer to the MoV tool guidance). If the group collectively reports increased capacities, it is counted as one positive response, regardless of the group size.
3. Calculate the percentage using the following formula:
Percentage of Duty Bearers Reporting Increased Capacities (Number of Groups Reporting Increased Capacities/Total Number of Groups)

Purpose

The indicator aims to assess the effectiveness of SC's support in strengthening the capacities of duty bearers and service providers, enabling them to fulfill their responsibilities and obligations in promoting and protecting children's rights.
